2010-2011 Call for Host Organizations
The Tour
Southern Circuit is the nation’s only regional tour of independent filmmakers, providing communities with an interactive way of experiencing independent film. Initially launched in three South Carolina cities in 1975, the tour has visited over 30 communities across the Southeastern United States. Since its inception, Southern Circuit audiences have seen more than 200 films and have engaged filmmakers in post-screening discussions of the subjects and themes portrayed in their works.
Each year, the first half of the tour takes place in the fall when three filmmakers are each sent on a journey to communities across the South. One filmmaker will travel with their film to host communities during each of the months of September, October and November. The second half of the tour takes place in the spring with three more filmmakers traveling throughout the region. Filmmakers will visit host communities during the months of February, March and April. At each stop along the tour, the filmmakers screen their work in the evening and engage audiences in post-screening discussions.
Eligibility
South Arts is dedicated to bringing the Southern Circuit Tour of Independent Filmmakers to communities throughout the Southeastern United States. Applicant organizations must be located in one of the following states: Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, or Tennessee.
Responsibilities
Organizations selected to host the 2010-2011 Southern Circuit Tour of Independent Filmmakers will be required to:

Fully participate in the film selection process by:

Forming a local team in your community to review a portion of the films submitted for the 2010-2011 Southern Circuit. The composition of the team is entirely up to the host organization. We recommend inviting local filmmakers, critics, film studies professors, students, and/or independent film enthusiasts to participate. The team will receive their assigned films by March 1, 2010. Their scores and reviews must be submitted to South Arts staff by April 21, 2010.

Sending 1 or 2 representatives from the local team to the final selection meeting in Atlanta, Georgia. This weekend selection meeting will begin at 4:00 pm on Friday, May 14, 2010 and conclude at 4:00 pm on Sunday, May 16, 2010. During this meeting, we will view segments from the 35 to 40 films receiving the highest scores from the local teams. From these submissions, the group will select the filmmakers who will tour with the 2010-2011 Southern Circuit.

Coordinate on-site screenings and audience discussions for six (6) visiting filmmakers at the organization's exhibition site.

Provide advance publicity and promotion within their communities for each of the six Southern Circuit programs, including but not limited to: print media, online media, as well as radio and television.

Provide a qualified projectionist for each of the six Southern Circuit programs as well as clean, well-operating DVD projection equipment.

Make arrangements for economical overnight accommodations for each filmmaker on the tour. If these arrangements require reservations, the organization will make the reservation, and the filmmaker will be responsible for paying the accommodations on-site with their per diem.

Host an event in conjunction with each filmmaker's screening to provide members of the community with the opportunity to engage with the filmmaker on a more informal level. Southern Circuit events may take many different forms including receptions, dinners, community mixers, etc.

Pay a $5,000 touring fee - which covers the filmmakers' travel expenses (air, car rental, lodging, per diem) and the development of promotional materials for the tour. The touring fee will be invoiced to the host organization in June 2010 and must be paid by Wednesday, September 1, 2010.

Agree with South Arts to administer a National Endowment for the Arts subgrant to pay a $300 honorarium to each filmmaker who screens their film at the host venue OR pay the $300 honorarium for each of the six filmmakers to South Arts as an additional amount for the touring fee.
As the coordinating organization for the 2010-2011 Southern Circuit - Tour of Independent Filmmakers, South Arts will:

Coordinate the selection process for the filmmakers and films to tour with the 2010-2011 Southern Circuit.

Contract with six filmmakers to screen their work, engage audiences in post-screening discussions, and participate in events coordinated by the host organizations.

Provide host organizations with promotional materials (print and electronic) for the overall 2010-2011 Southern Circuit tour as well as the individual filmmakers on the tour. Current promotional materials include high-resolution photographs, posters, flyers, audio interviews (podcast & MP3), a blog, sample press releases, and suggested marketing ideas for each film.

Coordinate and pay all travel arrangements (air, automobile, lodging, per diem) for the touring filmmakers.

Coordinate the administration of the NEA subgrant to fund filmmaker honorariums. In the case of organizations that do not agree to administer the NEA subgrant, South Arts will pay the filmmaker honorariums directly from the additional touring fees remitted to South Arts.

This is a very short application. There is no fee for interested organizations to apply to host the 2010-2011 Southern Circuit.

Applicants will be notified of their selection status on Friday, January 29, 2010.
